Here is NARF’s Draft Materials for Tribal Governance in Education that was published in 1994. It was part of NARF’s Tribalizing Indian Education Series, and is known as the “Red Book.” It provides sample resolutions and guidance on setting up a Tribal Education Committee within a Tribal Council, or setting up a Tribal Education Department, among other things.
