The Assistant Secretary for Elementary and Secondary Education proposes priorities, requirements, definitions, and selection criteria for the State Tribal Education Partnership (STEP) program. The Assistant Secretary may use one or more of these priorities, requirements, definitions, and selection criteria for competitions in fiscal year (FY) 2015 and later years. We propose this action to enable tribal educational agencies (TEAs) to administer formula grant programs under the Elementary and Secondary Education Act of 1965 (ESEA), and to improve the partnership between TEAs and the State educational agencies (SEAs) and local educational agencies (LEAs) that educate students from the affected tribe.

The American Indian/Alaska Native Employees Association (AIANEA) is offering two scholarships to AI/AN students pursuing a degree in the natural resources field. The scholarship amount varies between $150 and $500. Recipients will also receive a one-year AIANEA Student Membership.

Eligibility

• Applicant must be attending (or planning to attend) an accredited college or university
• Must be enrolled (or planning to be enrolled) in a course directly related to a natural resources field
• Must maintain a GPA of 2.5 or higher

In an effort to encourage research on American Indian and Alaska Native students, the National Center for Education Statistics (NCES) in the Institute of Education Sciences (IES), U.S. Department of Education, will conduct a 3-day advanced studies seminar on the use of NCES databases for education research and policy analysis.

This seminar will focus primarily on the National Indian Education Study (NIES), a study conducted as a part of the National Assessment of Educational Progress (NAEP). NCES conducts the NIES study at the request of the U.S. Department of Education’s Office of Indian Education within the Office of Elementary and Secondary Education. NIES was last conducted in 2011 with results released in July 2012.

NAEP is a product of the National Center for Education Statistics at the Institute of Education Sciences, part of the U.S. Department of Education. The National Assessment Governing Board sets policy for NAEP.

Education researchers and policy analysts with strong statistical skills from state, local, and tribal education agencies and professional associations are also welcome. Background
Tribal leaders and Native education stakeholders have long requested that the federal government uphold its trust responsibility to Indian education. While there has been some cause for concern regarding the bureaucratic reform, the President’s summer announcement on Indian education increased momentum for ensuring tribal authority in education. The proposal to redesign the BIE under the June 12, 2014 Secretarial Order is based on recommendations from the Indian Education Study Group (Study Group), which DOI Secretary Jewell and Secretary of Education Duncan convened to diagnose the systemic issues within BIE schools.
